United Basic Economy Personal Item Rules: Size, What Counts and What's Free

Yes, United lets you bring a personal item in Basic Economy, and it's free. On most trips it's also the only bag you can take on board. Everything below comes from United's carry-on bags page, read in November 2026. Rules change, so check that page before you fly.
In Basic Economy, your personal item is usually your only bag
On a regular Economy ticket, United lets you bring one carry-on bag and one personal item for free. Basic Economy is different. United says that for most trips you can only bring one personal item. You can't bring a carry-on bag unless you're flying to South America, across the Atlantic or across the Pacific. Every other bag has to be checked, and you pay a checked-bag fee. United's fee is lowest if you prepay and highest at the gate.
A few people get one free carry-on even in Basic Economy:
- MileagePlus Premier members, and people traveling with one
- The primary card member of a qualifying MileagePlus credit card (United says the Gateway Card and the Select Card don't qualify)
- Gold-level members of the airline alliance United belongs to
The size is 9 x 10 x 17 inches
United says a personal item must fit under the seat in front of you, so it must be 9 x 10 x 17 inches (22 x 25 x 43 cm). That's smaller than the 18 x 14 x 8 inch bag many other US airlines allow, and it's mostly the 10-inch side that catches people out: a bag built for 18 x 14 x 8 can be 14 inches across.
For comparison, United's carry-on size is 9 x 14 x 22 inches, including handles and wheels.
If you're at the airport and not sure about your bag, United says you can use its bag sizers to measure it. Do that before you reach the gate. In Basic Economy a bag that doesn't fit has to be checked, and checking it at the gate costs the most.
What counts as a personal item on United
United's examples are purses, backpacks and laptop bags. Anything that fits the size and goes under the seat works, so a small tote or duffel counts too.
What doesn't work is splitting your things across two small bags. United says small purses or bags are not allowed in addition to your personal item. If you carry a purse, put it inside your backpack before you board.
Extras United lets you bring for free
These don't count toward your one bag, according to United:
- A jacket or coat
- An umbrella
- Things to read
- Food or other items bought at the airport
- Mobility devices, such as a wheelchair, cane or crutches
- A car seat, child safety harness or stroller
- A diaper bag and a breast pump, even if you're not traveling with your child
- A camera
This list saves space in your bag. Wear your coat on board instead of packing it. Buy a snack after security instead of carrying one through.
Keep medicine and essentials in your personal item
United's advice is to keep medication, keys and other essentials in your personal item in case your bag is gate-checked. In Basic Economy that's easy, since your personal item is the bag you keep. Just don't let it get so full that it won't fit and gets taken from you.
If you fly a United Express flight run by CommutAir, United says you're allowed only a personal item there anyway, whatever your fare.
Liquids follow the usual TSA rule
Liquids, gels and sprays go in containers of 3.4 ounces (100 mL) or less, all in one quart-size clear bag. That bag goes in your personal item, so pack it near the top where you can reach it at security.
The short version
One free bag, 9 x 10 x 17 inches, that fits under the seat. A backpack, purse, laptop bag, tote or small duffel all count, but only one of them. Coats, umbrellas, airport food and a few other things ride free on top.
